There are people who do make their own products and sell them on as-is but this does not absolve them from any litigious action, rather, their situation is made worse in such an event.
Plus the changing face of UK means many more people who do not drink alcohol either for social or religious reasons means the specialist market will only sell tens of product rather than hundreds or thousands.
Even for selling specialist jams for the country-farm markets is an exercise in bureaucracy; one guy I know quite well needs a minimum run of 5,000 0.5lb jars which means a minimum of 2500lbs of fruit which is a feat in itself. He has to be sure that all jars will sell otherwise he is making a loss as unsold stock costs him in retrieval, storage, disposal, etc.
