The only thing they could do is to use more or a stronger adhesive around the rim which sits on a 2mm ledge or the centre which sits on a similar ledge. Gentle repeated pressure will defeat the adhesive eventually.
You'll just have to lift each spoke gently at the outer rim until all are free then try to use your pliers to rotate, rather than pull, the disc by gripping the spokes as close to the centre as possible and trying to rotate it clockwise then counter clockwise. The important thing is to avoid damage to the disc.
I suppose it was inevitable that the McGuire brothers, who are the manufacturers, would try to find a way to stop us refilling this cartridge
