When I say perish it shrivels up and dries out, this is because of some of the constituents of the rubber leaching into the alcohol.
I have seen a rubber ball suspended above some 95% in a sealed jar, it dried out and basically was crumbly, the plasticisers had gone somewhere, presumably into the spirits, I am not saying the rubber of that ball was the same as the rubber in your jar, but who knows.
If you want to use it then that is your call but I get a bit twitchy when I see people being told it is safe, when really we do not know. HD may be over the top but they are only thinking of you.
