Prestige essences top up with spirit or water.

I have just bought some prestige essences. The instructions state to dissolve sugar in 50cl spirit, and then to top up. Am I suppose to top up with spirit or water. - I am guessing that it is water - i.e sambuca uses 50% Sprit and sugar/water should be in high 30%. Other liquor essences, with a 40% spirit may end up at around 30%.

spirit,when i make sambuca i dissolve sugar in 500ml 45% -50% neutral add the essence then top up to 750ml

If you want your drink at 30 abv use 560ml of 40abv and 187ml of water
