I thought the sweet spot for yeast was mid-4.x. I have noticed that EC-1118 slows down below 4. There is good information on pH buffers here

That has been working well for me.

For all my all grain brewing I use http://www.mrmalty.com/calc/calc.html for all my yeast pitching requirements I guess it will work as well for washes as it works on OG and wort volume
