Such lights, replicating the rays from actual sunlight, can be used, and I have used, from seed sowing, germination, pricking out, potting on, and final potting up through to flowering.

I have had occasion, in the past to grow plants in this manner over a period of about three months with total success. On harvesting, such plants had never seen actual daylight.

The force was with me.

My sister once rented a property to someone with that knowledge.
They nailed the curtains closed to the walls, raped the electricity meter, and after harvesting the "crop" dissappeared with the equpment used.
It wasn't Petunias they were growing.
