Those greenhouse tube heaters are good.
Cheap to buy and run. Look on the bay.

I don't do the fridge thing.
I use only aquarium style heaters.
I see no good reason to change.

Good choice. I have used ceramic pig lamps in the past. You are in effect making an incubator, so there are many choices due heat sources. But this really is a good. Waterproof is a nice touch too.

not too sure but in a very cold room it will sit at 30c all day and night if you want ,depends what i am brewing or cold crashing ?
how hot do you want ??

Mine seem dialable from 20 to around 32°C, in the real world, tested with independent thermometers.
No brew fridge here though.

Have found as long as you keep above 20c,
its ok but takes a bit longer.
