From what you're saying, it does sound like something has gone very wrong. Was it new or second hand? Can you see any sign of water inside the glass tube?
As far as I know, these sort of heaters don't have any sort of internal protection. So if it is still not working, it sounds pretty terminal.

Having to agree here, it is probably buggered.
I have thrown a couple of this type away in the past couple of years for similar reasons.
I now buy direct from Chinaland and have a supply of brand new spares waiting in the wings, for not many pennies cost.

50W probably. Mine might be 75W, it seems to cope.
The brand I have is Hidom and it was meant for aquarium fish rather than beer but if fish can survive it then I expect yeast can too.
I've not yet seen one trip a RCD but if I ever did and it was newish I'd ask for a replacement.
http://ketteringkoi.com/hidom-aquarium- ... hermostat/ has a table which says you'd manage even with 25W but I bet that's in an adequately heated surrounding. I'll stick to 75W, my room's below ten degrees at the moment.

Don't expect the sealants to be any better with SS.
For the effort, drop it in the IEE bin and start again.
