Good Whiskies should have a little late Heads and a certain amount of early Tails depending on Whisky type and personal taste. Bourbon with very little Heads or Tails is called Sippin' Whisky - my fav
and it's far from neutral after oaking for a few months
The commercial distilleries deal with the mass market and profit margins, we just deal with our own tastes and count all the money we save by not drinking commercial crap
I used to partake of the Wild Turkey myself and now I can't get past the awful smell from the neck of the bottle

And whiskeys are traditionally made in a pot still so there is always some taste carry over. You can't make a real neutral on a pot still, even in the heart of the hearts.
