Water regulator

Got a still spirits water regulator just used it for the second time ,seems not too bad but ive noticed a lot of water coming from what i can describe as the water outlet pipe/connector inside the housing ,looks like there is a white tie wrap around the connector and this is where the water is pouring from.
are they all like this or have got a lemon ?
i see its a sealed unit so cannot even go in and tighten it.
its costly bit of kit as well.

ok so had another look its not sealed 4 screws under black rubber caps .
just that the pipe inside is too big and sloppy over the connector.
will just put a small stainless jubilee clip if i can find one that will sort it.
