Oak Chips question... quick question

What will adding oak chips to a neutral spirit do? Will it just give that neutral spirit that color and a oak flavor? Can you turn a neutral spirit, add whiskey essence, then add chips for like a bourbon taste? I guess Im really asking, what can I do with oak chips, and what are their benefits?
